BOARD MEETING
Tuesday, November 10, 2020
Following the Special Town Meeting for the 2021 Budget
COMMUNITY CENTER 

The meeting was called to order at 7:15 p.m. Board members present were Roger Lindgren, James Kaseno, Andrew Sauter Sargent, Allen Hahn, Jackie Eid, MaryBeth Tillmans and Janice Olson.

– Board Meeting Minutes- A. Hahn made a motion to approve the minutes and A. Sauter Sargent 2nd the motion. Unanimous. Approved.

-Treasurer’s Report – J. Eid made a motion to approve the report and J. Kaseno 2nd the motion. Vote (3-1) Yes- R. Lindgren, A. Sauter Sargent, J.  Kaseno and J. Eid.  No – A. Hahn. Approved.

Board Comments
– R. Lindgren – Passing of Bob Bagby
– A. Hahn – ICS online courses – Easy to take
– J. Olson – Letter with Taxes – Items for the letter should be given to her.

Correspondence
– Chronic Wasting Disease (CWD) Prevention Initiative – Bayfield County is asking towns to contribute $150 toward placement of collection dumpsters. A. Hahn made a motion to approve the expense of $150.00 and J. Kaseno 2nd the motion. Unanimous decision. Approved.
– Fireworks Ordinance – Roger Branham, Captain Cornucopia Fire Department, Certified Fire Inspector is asking the town to include the state law in its fireworks ordinance.
– Gov. Evers Delivers Radio Address Encouraging Wisconsinites to Stay Home and Take Precautions to Protect their Neighbors – limit gatherings
– Gov. Evers Releases Statement on District Court of Appeals Decision – Governor Evers requests that, in spite of the injunction, we keep building capacity at 25% of the rating.
– When leaves fall, FIRE DANGER RISES; dry seasonal conditions lead to increased fire risk.

Committee Reports – Reviewed

– Recycling – There will be a shredding event at the Recycling Center on Dec. 5th from 9:00a.m. to 10:00a.m. A truck from Confidential Records will be doing the shredding. Town of Bell citizens or property owners can shred up to 3 boxes or bags per person or about 100 pounds for no cost.Please be sure to have removed: black butterfly clips, hard drives, magnetic tapes, plastic items, hanging folders and 3 ring binders. The Recycling Center will be open early at 9:00 a.m. that day so that you can make your routine recycling and trash run as well.
– Parks & Lands – An Ad Hoc committee is being created to work on the Lost Creek Beach and Vendor Ordinance. They did discuss the kayak launch site and future plans.

Public Comments

– Judy Kerr – Question about new people being added to the Town’s snowplowing list. By Wis. State statues, if the town is providing the service, it must provide to everyone.
– Yvette Fleming – She thanked everyone who worked on the wonderful holiday display.

Old Business

1.  Lost Creek Beach/Vendor Ordinance – Planning Commission workgroup
The Planning Commission along with the Parks and Lands committee are working together on Lost Creek Beach issues and the Vendor Ordinance. They are looking at other public accesses. Persons interested in serving on the Lost Creek Beach and/or Vendor Ordinance work groups/ Ad Hoc committee should contact Jackie (tobsuper4@cornywi.org) or Andrew (tobsuper3@cornywi.org).

2.  Update Parking Ordinance re “Tag and Tow – No report

3.  Fireworks Ordinance-updated per last meeting – review
J. Olson had a recommendation of wording to add to the fireworks ordinance about cleaning up. A. Hahn made a motion to add the wording to the ordinance and A. Sauter Sargent 2nd the motion. Unanimous decision. Approved.

4.  Transient Vendor Ordinance – comments from Parks & Lands
The Parks and Land committee recommended the public kayak location be the same place as last year.  Fifty feet could be used for launching and that kayaks could use the area 30 minutes prior to launching.  They are still working on fee structure recommendations and will report on that next meeting.

5.  Broadband Application – Update
There are four areas where broadband could be extended. The areas are Voyager View, Highway 13 by Saxine Creek, area on Hwy C and an extension on Superior Ave. A survey was sent out to people in the areas. An application is being completed. Norvado is busy with a large project bid, so we will not be able to apply this round. Some of the desired work may be included in Norvado’s current bid and the remainder can be applied for in next round of broadband grants in spring 2021.

6.  Recreational Boating Facilities – RBF Grant update
The BIG grant provides for transient boaters. The BIG grant is for 150’ on the east side of the river, north of the bridge. The RBF grant is for approximately 50 feet north of the end of the 150’ of the BIG grant. It is for erosion control. No permits are necessary. The DNR will be having a funding meeting on Nov. 17th.

7.  ATV route – Klemik to Old 13 – Wetland delineation – Update
The delineation has been completed. Approval has been received from the DNR. A layout  of the trail will begin Thursday November 19th.

8.  Schedule to shred old documents – Dec 5th at Recycling Center

9.  Emergency Order #3
The number of occupants for the main room in the Community Center will be limited to 41. R. Lindgren will be holding a workshop on hosting a Zoom meeting on Monday, Nov. 16 at 6:30 p.m.

New Business

1.  Engage Northland Students to facilitate development of “Main Street Plan”
J. Eid is working with G. Weiss and talking with a Northland instructor to have possibly two students to help facilitate a “Main Street Plan”. A. Hahn made a motion to support engaging Northland College students to help build a framework to collect public input and put it in a format for people to see and comment on. J. Eid 2nd the motion. Unanimous decision. Approved.

2.  Adopt 2021 Budget
J. Eid made a motion to adopt the 2021 Budget and A. Hahn 2nd the motion.  Unanimous decision. Approved.

3.  File naming convention
A file naming convention was sent out to all board members. The purpose is to set a standard, so that file name are consistent among all board members.

Bills were paid. At 8:40 p.m., A. Hahn made a motion to adjourn the meeting and J. Eid 2nd the motion.  Approved.
