Harbor Commission Meeting
Monday, February 1, 2021

The meeting was called to order at 7:19 p.m.. The meeting was held on Zoom. Members present were Chuck Perry, Jesse Kaseno, Pauline Colamatteo, Jessica Resac, Mark Halvorson, Will Tillmans, David Tillmans and MaryBeth Tillmans. Roger Lindgren, Town of Bell Chairman and Andrew Sauter Sargent, Town of Bell Supervisor and Allen Hahn, Town of Bell Supervisor were also present on Zoom.

Minutes – A motion was made by P. Colamatteo to approve the minutes of the last meeting and
J. Kaseno 2nd the motion. Unanimous decision. Approved.
Conflict of interest – None
Public Comments – Matt Hipsher – Felt there was a lack of input or knowledge of the HAP Grant by the
Commissioners or the public.
He and his son Doug were never charged by Halvorson’s to have their boat
on the Halvorson wall space. They are not subletting.

Public Hearing – None
Reports:
Harbor Dredging Committee – The ACOE did not approve additional funding to the carry over of
$140,000, that would have facilitated a dredging contract. The money has to be used this year or it is
lost. It can be spent on the ACOE floating plant for approximately 8 ten hour days. If an emergency
request is made for strike dredging, the Corps would consider that. It could also be used for rock
work. Another meeting will be held with the ACOE in March to discuss this.
Shop Grade Issues Committee- C. Perry needs to get the cost for the grading fill for the County permit.
Green Shed Committee – None

Old Business:
1. Halvorson Lease 2021
Discussion was held about the Halvorson Slip Lease and the large quantity boat discount. J. Kaseno
made a motion to set the discount on the lease to 35% and P. Colamatteo 2nd the motion.
Unanimous decision. Approved. J. Kaseno made a motion to send the Slip and Storage lease to
the town board for their review and approval. P. Colamatteo 2nd the motion. Unanimous
decision.
2. Harbor map/jurisdiction- No update.
3. Ten Year Plan – No update
4. Breakwater Access – There is another grant possible for the breakwater access. This grant
could be used to improve the boat launch and the rock by the breakwater access. The
application is due in June.
5. Boardwalk leveling – No update.
6. Marina Handyman part time as need employee/contractor – No update.

7. BIG, RBF and HAP grant update
The WisDOT Harbor Assistance Program Grant Award to the Town of Bell is for 750’ of sheet piling
on the west side of the river to repair failing dockwalls, reduce sedimentation, and strengthen
shoreline to support routine dredging efforts on the Siskiwit River to protect Cornucopia Harbor.
Another $245,00.00 for the east side, will be awarded if funding is not received from BIG or RBF.
An agreement contract is being reviewed. A maintenance agreement will need to be done with
Siskiwit Bay Marina. A conduit document will be needed to be created. It will be worded to read
that the grant is to the town, but that the work will be done at Siskiwit Bay Marina and that they
will be responsible for the matching funds. The town is awaiting the Federal funding meeting for
the BIG grant that covers the 150’ on the east side of the river, north of the bridge. The
RBF (state) grant is for approximately 50 feet north of the end of the 150’ of the BIG grant. It is for
erosion control. The town has received this award. Discussion was held about information and
participation on grants.

New Business:
1. Financial Reports – Reports were reviewed by commissioners

Communications
-An email was received from Judy Kerr that the Parks and Lands would like to have the marina
budget for mowing.

At 10:30 p.m., D. Tillmans made a motion to adjourn and P. Colamatteo 2nd the motion. Approved.
