Town of Bell Planning Commission Meeting Minutes Nov. 7, 2019

Meeting was called to order by Jackie Eid at 5:01 p.m.

All Planning Commission members were present

Members of the public: Ray Kiewit, Phil and Nancy Moye, Mike Furtak, Joni Vaughan, Jane Norton

1- Previous minutes were reviewed. Motion to approve by Gordon Anderson. Second by Mark Ehlers. Unanimous

2- No correspondence or updates

3- Young Special Use Class B

Mike Furtak was present to represent Bob and Leigh Young. He spoke on their behalf. Mike also told us that Bayfield County adopted zoning in 1972 but was not aware of when the Town of Bell adopted county zoning.

Jane Norton commented that as a community maybe we should check to inform other people that may be affected.

Joni Vaughan commented that she didn’t see where there should be any change in use.

Motion to recommend approval to the Town of Bell board made by Jackie Eid. Second by Dave Tillmans. Unanimous

4- We discussed what needed to be done for the 2019 Annual Review.

5- We discussed going over Goals and Objectives for 2020

6- December meeting date will be Dec. 5, 2019 5:00 p.m. downstairs

Motion to adjourn by Greg Weiss. Second by Gordon Anderson. Unanimous

We did have a brief discussion about the WisDOT MLS project. With the tight timeline for application it was decided to hold a meeting on Nov. 20, 2019 at 6:00 in the upstairs meeting room. This meeting will be to allow people to voice any possible concerns and ask questions.

Survey Review: We asked Ray Kiewit if he would join us in looking over the survey as he was part of the original survey for the Planning Commission. His findings were:

Since the last survey not a lot has changed as to what people want or expect for the Town of Bell.

We briefly talked about not having the demographics in the survey with the census being done in 2020.

Pages 8-10 of the survey, In your opinion should the character of the Village of Cornucopia be preserved? It was felt that this would be hard to quantify.

Recreational activities stayed pretty much the same other than the addition of paddle sports.

There was a brief discussion about the future of vehicle plug-in stations.

Page 23 There was no mention of timber management. We did point out that timber management is being looked into and we are in the early stages of forming a forestry plan.

One of our biggest needs is eating establishments which we currently have a lack of.

With there being no significant changes, we will be looking at the state ordinance as to whether we need to do an amendment or addendum to accept the current plan as written.
