Harbor Commission Meeting

December 30, 2019

 

Meeting called to order by Harbor Commission Chairman Chuck Perry at 6:03 PM

Members present: Chuck Perry, Pauline Colamatteo, Mark Halvorson, Jesse Kaseno, David Tillmans, Will Tillmans. Jessica Resac was absent due to illness. Town of Bell Chairman Roger Lindgren and Town of Bell Clerk, Mary Beth Tillmans were also present.

Secretary for now Pauline had a correction to the previous meeting minutes, the time for the current meeting was incorrect. Roger asked that the minutes from the last meeting included the fact that Jessica will handle some clerical duties, such as handling slip fees and correspondence with boat owners via mail and email; a motion was made by Jesse seconded by David to accept the minutes as amended. The motion carried unanimously.

New Business:

A motion was made to move new business to the beginning of the meeting to allow Town Clerk MaryBeth to go over the Town Financial statements pertaining to the Harbor Commission. A thorough page by page discussion followed.

Old Business:

The Commission went over the changes made by Chairman Chuck to the Bylaws of the Harbor Commission that were discussed section by section and edited to adhere to State laws and the actual needs of our Harbor at the previous meeting. There was a motion made by Pauline, seconded by Jesse to adopt the By-Laws. The motion carried unanimously.

The Commission discussed the letter of commitment for 2020 slip leases and the General Rules. The Commission corrected the items that needed to be changed to correspond to our size Marina. Commission Chairman Chuck took on the task of making the changes agreed upon at the meeting. Chuck will also write a cover letter explaining the changes, this will be included along with the amended agreement and the corrected general rules. We will extend the deadline for the down payment to the end of this January. Chuck will ask Jessica to send out the second mailing after January 4th, 2020 after the commission members have looked it over thoroughly and carefully.

The Commission continued discussion as to the status of the Green Shed, should it be incorporated into the Harbor Commission’s Jurisdiction? The Commission will do an onsite inspection of the building and grounds when it is possible, in order to make an informed decision. Town of Board Chairman Roger is checking into the possibility of the Green Shed becoming listed as a National Historic Building.

Motion made by Jesse to adjourn at 7:25 PM. Seconded by Pauline. Motion carried unanimously.
