Town of Bell Parks and Lands Meeting Minutes
Committee members present: Doug Becker, Judy Becker, Gordon Anderson, Gina Emily
Absent: Greg Weiss
Others present: Judy Kerr, TOB Supervisor Jackie Eid, Yvette Fleming, Steve Rudd, Nancy Moye
Chair Doug Becker called the meeting to order at 9:37 am.
Old Business:
- Previous minutes approval: motion was made by Gina and seconded by Judy B. Passed.
- Budget review: “other Parks and Lands” expenses needs to be clarified – no update.
- ADA Assessment of Town Buildings: pages 1-10 discussed with recommended actions:
- Page 3, item 1e and 1f – handicap parking signs will be assessed after the snow melts.
- Page 4, item 2a – sidewalk repair is already on the “Matt List”.
- Page 5, item 4a – automatic door sticks; ask the Community Center Committee (Supervisors G. Anderson and Jesse Kaseno) to budget for/replace doors in 2024.
- Page 6, item 4b – recommend to CC Committee to repair/replace/clean out entry grate.
- Page 7, item 4e – add to “Matt List”: directional sign to indicate handicap entrance.
- Page 8, item 7b – recommend to CC Committee to replace doorknobs with ADA accessible hardware.
- Page 9, item d – recommend to CC Committee to replace fan/temperature controls in Main Meeting Room.
- Page 10, item e – recommend to CC Committee to replace sink in Main Meeting Room with ADA assessable sink when counter is replaced.
- Page 11, item f – recommend to CC Committee to build/purchase ramp to stage.
- Appraisal of Town Property # 7527:
- Appraisal from Whitetail Country Appraisal came as $57,000. Previous realtor market assessment came as $170,000.
- A motion was made by Gina, seconded by Doug, to present this information to the Town Board for possible sale to Bayfield County as a land conservancy. Approved.
- Expiring Term Limits: Town Chairman needs to appoint members to expired Positions 3 & 4.
- P & L Committee & Harbor Commission Joint Meeting: Harbor Commission does not want to assume maintenance of the Beach Bathrooms.
- Beach Bathroom Grant Search:
- As the 2023 DNR grants are due May 1, Doug will pursue for 2024.
- Coverage would be 50% by DNR; other grant money would need to be sought to cover the remaining 50%.
- Local builders have been contacted for quotes to facilitate grant pursual.
- DOT will not have funds for this project.
- As the 2023 DNR grants are due May 1, Doug will pursue for 2024.
- Siskiwit River Preserve Town/County Contract: Gordon is pursuing.
New Business:
- ADA Assessment of Town Buildings: pages 11-20 for discussion at the next meeting.
- Campground Tree removal – postponed due to snow depth.
- Community Center Garden Expansion:
- Nancy Moye presented a diagram of expanding the current “Lily Garden” on the north side of the sidewalk to include the flag pole and 2 light poles. It would be a sloped away from the sidewalk and mounded with mulch for easier maintenance by the Garden Committee.
- Motion was made by Doug, seconded by Gina, to approve an expenditure of up to $200 from the Parks & Lands maintenance budget for this garden upgrade. Approved.
- Nancy suggested that a spigot be added to the overflow valve when it is repaired/replaced for watering these gardens. It will be added to the “Matt List”.
- Other:
- A new flag was installed.
- A neighbor complained about the parking lot solar lights as being “blinding”. Doug will look into reducing the intensity and duration of the lights
Motion was made to adjourn by Gina, seconded by Gordon. Passed.
