Town of Bell Parks and Lands Meeting Minutes
November 5, 2021 9:00 am Community Center
Committee Members Present: Andrew Sauter Sargent, Doug Becker, Gordon Anderson, Judy Becker, Judy Kerr, Gina Emily
Community Members: Janette Jones, Mark Ehlers
Andrew called the meeting to order at 9:07 am.
No additions or corrections to the minutes.
Agenda Discussion
1. Community Center Pavilion
a. Mark Ehlers of the Cornucopia Club presented information about the Cornucopia Club’s vision of a Community Center Pavilion. No Town funds are requested; building costs will be procured by donations, fund raisers and/or volunteer labor. Much discussion.
b. Action: Gina made a motion for the Committee to approve and allow the Cornucopia Club to pursue the idea for presentation to the Town Board. Judy Becker seconded. Passed unanimously.
2. Commercial Vendor Ordinance – no report
3. Budget Requests by Committee for 2022 Town budget
a. Funds for the Campground vault toilet were included into the 2022 Town budget for approval at the next Town meeting.
b. Town Chair, Roger Lindgren, requested that the Committee balance the Committee’s budget. Much discussion. No action taken.
4. Siskiwit Lake Boat Launch
a. Action: A donation box will be installed at the launch by John Higney and Doug Becker. Judy Kerr will create a sign to be posted on the box stating “Boat Launch $5.00”.
5. Lost Creek Beach
a. Town had the land surveyed and temporary markers were placed. Town Chairman requests that the Committee create a plan to preserve Town ownership.
b. Action: Members will walk the beach area to identify and acknowledge the Town Land to forestall any eminent domain claims by neighbors.
c. Andrew will forward an email request from a kayak business for commercial use of the beach area.
6. Byways Grant Project
a. Waiting for both the Coastal Byways grant and the Scenic Byways grant to be published.
b. Action: Justine Broderson will be invited to the December meeting to present an update.
7. Winter Wrap Up
a. Doug and Andrew will move the beach benches and tables away from the lake to prevent winter damage.
b. Beach bathrooms are closed, Campground porta-potties will close after hunting season, Superior Ave. Beach porta-potty will remain open as long as possible.
8. Campground Day Use
a. Public Comment period – Siskiwit lake resident, Janette Jones, presented copies of a legal document of Herman Ehlers’ donation of the Campground land. Much discussion about community concerns and various proposals for future use. Greg Weiss’s email about kayak launching from the Campground Beach was read and discussed.
b. Action: Committee members should review information and present proposals for consideration at the December meeting.
c. A permanent sign prohibiting the launching of watercraft from the campground beach will be ordered by Andrew.
9. Community Center Parking Lot lighting
a. Judy Kerr reported that a solar powered, motion activated light will be installed by the parking lot.
Next meeting set for Friday, December 3, 2021 at 9:30 am at the Community Center.
