Minutes – Town of Bell Board Meeting – Tues., Oct. 10, 2023

TOWN OF BELL BOARD MEETING

Tuesday, October 10, 2023

7:00 p.m.

at the Community Center

 

The meeting was called to order at 7:00 p.m.  Board members present were Matt Lazorik, Jackie Eid, James Kaseno, Gordon Anderson , Paul Ehlers, MaryBeth Tillmans and Janice Olson.

-Board Meeting Minutes-

  1. Eid made a motion to approve the minutes and J. Kaseno 2nd the motion.

Unanimous decision. Approved.

-Treasurer’s Report –J. Eid made a motion to approve the reports and G. Anderson 2nd the

motion. Unanimous decision. Approved.

 

Board Comments –

  1. Anderson – The Parks & Lands Committee is reviewing an opportunity for a Health

Infrastructure Grant.  They have a couple of people for a committee.  They are looking

for someone to chair it.

Correspondence– Cornucopia Fire Dept – Turkey Dinner is the 1st Sunday before Thanksgiving.

Committee Reports-Reviewed

  1. Becker – Parks & Lands – They are looking at possibly modifying the Swenson

Pavilion to put the Liberty under it.  There would be a new pavilion on higher land.

Sanitary District –The new sanitary pond is in the planning stages. They are unable to find

funding. The DNR will loan them money for the project. They have a tendency to

forgive debt.

Old Business

  1. Town Assessor vacancy- discussion and possible decision

Lazorik is looking into finding someone different.  He has found someone for a

year.

  1. Town financial audit- discussion and possible decision

Mark Ehlers is looking into getting an auditor.  There is no one in Superior that will

do it.  He will look in Duluth.  The cost will be approximately $8,000 to $12,000.

  1. Senior housing, Resolution to support- discussion and decision

Kaseno made a motion approve a resolution in support of Senior Housing

in the Town of Bell and G. Anderson 2nd the motion.  Unanimous decision. Approved.

  1. Formally adopt Ordinance #2019-6 Parks and Lands Committee Ordinance- discussion

and decision

Anderson made a motion to formally adopt Ordinance #2019-6 Parks and Land

Committee Ordinance and J. Kaseno 2nd the motion.  Unanimous decision.

Approved.

New Business

  1. Set snow plow rates- discussion and decision

Kaseno made a motion to raise the rates by 3.5% and J. Eid 2nd the motion.

Uanimous decision. Approved.

  1. Set dates for budget meetings- discussion and decision

The dates for the budget meetings were set for Tues., Oct 17th & Thurs., Oct 19th if

needed.

  1. Short Term Rental Ordinance review- discussion and possible decision

Ehlers made a motion to send the Short Term Rental Ordinance to the town’s

attorney for review. J. Eid 2nd the motion.  Unanimous decision. Approved.

  1. CWD deer carcass dumpster adoption- discussion and possible decision

Ehlers made motion to the approve the adoption of a CWD deer carcass dumpster

and J. Kaseno 2nd the motion. Unanimous decision. Approved.

 

Public Comment

Susan Keachie – Concerns about the Short Term Rental Ordinance

John Anderson – Suggested having a Public Hearing on the Short Term Rental

Ordinance.

At 7:21 p.m., J. Eid made a motion to adjourn the meeting and P. Ehlers 2nd the motion.  Approved.
