Harbor Commission Meeting
Monday, October 19, 2020
The meeting was called to order at 6:47 p.m.. The meeting was held on Zoom. Members present were Chuck Perry, Jesse Kaseno, Pauline Colamatteo, Jessica Resac, Mark Halvorson, Will Tillmans, David Tillmans and MaryBeth Tillmans. Roger Lindgren, Town of Bell Chairman was also present on Zoom.
Minutes – A motion was made by J. Kaseno to approve the minutes of the last meeting and P. Colamatteo 2nd the motion. Unanimous decision. Approved.

Public Hearing – None
Reports:
– Harbor Dredging Committee – The Army Corp. of Engineers was here Oct. 6th. Questions that were submitted in advance were answered. They walked around the harbor. They expressed enthusiasm about Harbor Maintenance Tax being available for dredging. The ACOE Cornucopia Harbor Fact Sheet needs to be beefed up. Economic impact and emergency services are important and need to be included on it. There is $150,000.00 in the ACOE’s budget for Cornucopia Harbor dredging, but another $100,000.00 is needed for next year.
– Shop Grade Issues Committee – C. Perry submitted the Class A Special permit to the Town of Bell Board for the town’s recommendation to the county. This will be a spring project. He is waiting for a letter of authorization from the Town of Bell Board to be the authorized representative for the town for this permit.
– Green Shed Committee – No report
Old Business:
– Harbor map/jurisdiction – This is being worked on to improve it.
– Shop Leases/Halvorson Lease/Comes About Lease – There has been no input from the town’s attorney on using the CPI on leases. Discussion was held. C. Perry made a motion to table this item until next month and J. Kaseno 2nd the motion. Unanimous decision. Clarification is needed from the town’s attorney regarding state statues addressing rates for recreational boater vs commercial boats.
– Ten Year Plan – No report
– Breakwater Access – No report
– Boardwalk leveling – No report
– Marina Handyman part time as need employee/contractor – C. Perry will talk to Mark Lutz about doing projects for the marina.
New Business:
– Financial Reports – Reports were reviewed by M. Tillmans
– BIG and RBF grant update – R. Lindgren has been working on the grants and they will be submitted in November.
Communications – None
The next meeting date was set for Wed., November 11, 2020 at 6:30 p.m.
At 7:55 p.m., P. Colamatteo made a motion to adjourn and J. Kaseno 2nd the motion. Approved.
