Town of Bell Parks and Lands Meeting Minutes

Committee members present: Doug Becker, Gina Emily, Richard Dunn

Absent: Greg Weiss, Gordon Anderson

Others present: Judy Kerr, Judy Becker, Supervisor Paul Ehlers, Steve Rudd

Chair Doug Becker called the meeting to order at 9:30 am.

Old Business:

  1. Previous minutes approval: motion was made by G. Emily; seconded by R. Dunn. Passed.
  2. Budget review: no update.
  3. Spring Maintenance Update:
    1. Anderson inspected the playground equipment; climbing tower needs paint.
    2. Anderson is repairing Superior Ave. beach port-a-potty door.
    3. Kerr reported that pea gravel was added to playground. Needs weeding.
    4. Becker checked beach chairs. No repairs needed.
    5. Kerr refilled doggie baggies.
    6. Emily will see to replacing the boat launch sign/flag, put up new donation box.
    7. Kerr reported TOB cemetery sign needs repainting or replacement; R. Dunn will paint it until Roger Cadotte can be contacted by D. Becker to make a new one.
  4. Secretary Appointment: it will be added to the TOB Board agenda for discussion.
  5. Beach Bathroom Grant Search:
    1. Three contractors have been contacted for quotes. Only Dahl Construction responded as a No for 2023.
    2. Becker contacted Dykstra Construction. They will look at the project.
  6. Campground Update:
    1. Discussion about wording of the commercial kayak vendor use of campground in response to an inquiry.
    2. A sign will be posted and the website updated to say “$100 event use fee is required for commercial kayak vendors”.
    3. Kerr reported income of $320 in May. People are camping in the Day Use Only area.
  7. DPW List: no update about projects.
  8. ADA Assessment Discussion, pages 20-30:
    1. Continued discussion on plans for repair/replacement of beach bathrooms.
    2. Becker will send the Community Center ADA compliance suggestion list to Supervisors G. Anderson and Jesse Kaseno.

New Business:

  1. Boats Don’t Float Presentation by Supervisor P. Ehlers:
    1. They are Cornucopia icons of the Town’s history.
    2. Deteriorating due to year-round harsh weather.
    3. Photos of protective structures constructed over a fishing boat at Little Sand Bay.
    4. After much discussion, a motion was made by R. Dunn, seconded by G. Emily, to authorized P. Ehlers to investigate Bayfield County zoning regulations about constructing structure(s) over Boats. Passed.
  2. Painting Maintenance:
    1. Dunn will inventory which picnic tables at the Swenson Pavilion and the campground need painting. Gina will check on Green Shed tables. D. Becker will schedule several dates for painting where needed.
  3. Other:
    1. Reports have been made by commercial kayak vendor, Whitewater Kayaks, launching from Superior Ave. beach instead of designated launch area by the beach dunes.         Becker will ask G. Weiss to investigate.
    2. Clerk MaryBeth Tillman gave D. Becker a letter about parking lot issues. Becker will investigate and reply.
    3. Community Garden Group reported on progress via letter:
      1. Requested an additional $30 reimbursement.
      2. Will not need the requested $200 for more dirt.

Motion was made to adjourn by G. Emily, seconded by D. Becker. Passed at 10:30am.
