Town of Bell Parks and Lands Meeting Minutes

Committee members present: Doug Becker, Gordon Anderson, Greg Weiss, Richard Dunn

Absent: Gina Emily

Others present: Judy Kerr, Judy Becker, Steve Rudd, Yvette Fleming

Chair Doug Becker called the meeting to order at 9:33 am.

Old Business:

  1. Motion was made by R. Dunn, seconded by G. Anderson to approve the March, 2024 minutes. Passed.
  2. Budget review: no update
  3. Maintenance Update:
    1. Beach Bathroom Maintenance:
      1. Floor painting will be scheduled as soon as weather permits before the projected opening on May 15; floors will need to be cleaned before painting.
      2. D. Becker contacted Dustin Danula about a proposal to replace the steel doors.
    2. Playground Equipment:
      1. G. Anderson inspected. Equipment near beach okay. R. Dunn will replace basketball netting when weather permits. 10 2X4 boards around the Community Center playground equipment will be replaced. Some equipment needs painting. Work date TBA once the weather permits.
    3. Community Center Outside Lighting: no update.
    4. Swenson Pavilion & Well:
      1. Picnic Tables: existing tables will be moved out of the Pavilion by R. Dunn before May 1. 2 new tables will then be set up weather permitting. 2 old wooden tables will be moved to different locations TBD.
      2. D. Becker will offer Committee assistance to the Town Board at the April 16th meeting concerning the Town approved repair project of both structures.
    5. Campground Maintenance:
      1. Becker ordered 2 rental PortaPotties for campground and 1 for the Superior Avenue beach area. Contract runs May through October. R. Dunn will facilitate the removal of 3 old units to storage or area by the Airport. Town-owned units can be used at Town functions.
      2. Clean up day will be scheduled in April when weather permits.
      3. Becker will inquire of the return of the previous campground hosts.
    6. Siskiwit Lake Boat Launch – no report.
    7. Boats Don’t Float Preservation Zoning:
      1. Paul Ehlers via email reported that Bayfield County Zoning variance application to cover the “Liberty” was approved and the $800 fee was returned.
      2. Fleming will contact G. Emily about information from a previous grant that she wrote for the original signs. R. Dunn reports that the Well sign is seriously damaged.
    8. Outdoor Exercise County Grant:
      1. Fleming reported that the $12,000 grant application has been written. The sub-committee requires 2 community letters of support: G. Anderson and D. Becker volunteered. The Town Board supported the application at the March meeting. S. Rudd presented possible equipment packages. Various locations for the equipment were discussed.
    9. Leopold Benches:
      1. Becker is still investigating.
    10. Dying Pine Tree at Community Center: After much discussion, G. Anderson will bring the issue to the Town Board’s attention at the next meeting.
    11. Bike Repair Stations: Paul Ehlers via email reported that costs run between $700-$1600. Investigations for donations is on-going.

New Business:

  1. Breakwall Maintenance: R. Dunn will remove large foliage this spring and will oversee mowing/trimming as needed during the growing season.
  2. Other:
    1. Anderson reported that the dune saw grass restoration remains healthy.
    2. Dunn will talk to P. Ehlers/Recycling Center about replacement/repair of the damaged garbage receptacle by the well.
    3. Weiss inquired about improving Town Campground usage with on-line registration/payments. Much discussion. No action taken.
  3. Next meeting: Friday May 3, 2024 at 9:30 am at the Community Center.
