Town of Bell Planning Commission Meeting Minutes August 8, 2019

Meeting was called to order at 4:04 PM by Jackie Eid

Commission members present: David Tillmans and Gordon Anderson

Community members present: Nancy Moye, Allen Hahn, and Roger Lindgren

Minutes from the June 6, 2019 meeting were reviewed and approved as written. Motion made by Gordon Anderson and seconded by Dave Tillman. Unanimous. There was no meeting in July.

There were no specific or separate correspondence pieces. The correspondence that occurred was with Bayfield County Planning and Zoning related to the two permit applications that are to be presented during this meeting.

Merz rezone request was reviewed again after being looked at by Planning and Zoning. It was sent back to the Town of Bell for recommendations related to a rezone from AG1 to R1. Discussion included the parcel being less than 2 acres, and also noted was the parcel next to the Merz property is zoned R1. Thus no concern for spot zoning. It was also noted that set back requirements from a small stream of water in R1 are less restrictive than AG1. This parcel is also not considered in a flood plane nor are wetlands a concern. A motion was made by Gordon Anderson and seconded by Dave Tillmans to recommend to the TOB Board that this parcel be rezoned from AG1 to R1. Unanimous.

The Hutchinson Heritage LTD. Special use permit to do additional work on an existing road zoned as forestry was reviewed. The stated intent of the road is for additional forest work, create a firebreak, and silvaculture. It is Government lot 4 that is the parcel in question as the road work involves excavation work that is closer to the shoreline than the 1000’ set back as required. In talking with Rob Schierman it was unlikely this road would create a negative impact due to the existing town road and the ditches that are in place along with the housing parcels that exist along that portion of the shoreline. The Hutchinson request was viewed as consistent with the current status of the property use. A motion was made by Jackie Eid and seconded by Gordon Anderson to approve the Class A Special use permit. Unanimous.

Jackie Eid shared that the TOB survey results have been tabulated and a report returned. It was decided that a more in depth look at the report and discussion will be needed at a future meeting.

The next Planning Commission meeting will be September 5, 2019 at the Community Center at 5 PM
