TOWN OF BELL BOARD MEETING TUESDAY, FEBRUARY 12, 2019
7:00 p.m. at the COMMUNITY CENTER
The meeting was called to order at 7:00 p.m. Board members present were Matt Lazorik,
Janice Olson, James Kaseno, Andrew Sauter Sargent, Jackie Eid, and Lynda Nedden Durst.
MaryBeth Tillmans was absent.
-Board Meeting Minutes- J. Kaseno made a motion to approve the minutes and J. Eid 2nd the
motion. Approved.
-Special Meeting Minutes, Jan. 23rd-J. Kaseno made a motion to approve the minutes and J. Eid
2nd the motion. Approved.
-Treasurer’s Report –J. Eid made a motion to approve the report and A. Sauter Sargent 2nd
the motion. Approved.

Old Business
- ATV Speed Limit on Town Roads – discussion and decision
The amended ATV Route ordinance for town roads was reviewed by the board.
Discussion was held about lowing the ATV/UTV speed limit from 35 mph to 15 or 20mph on
town gravel roads. The main change to the ordinance is a section added to allow the town
to be able to post the speed limit. This will allow for enforcement. Another change is that
all roads are open, unless posted closed. J. Eid made a motion to approve Ordinance 19-01
Town of Bell, Bayfield Co. All Terrain Vehicles Route and J. Kaseno 2nd the motion.
Unanimous decision. Approved.
- Commercial use of town land – discussion
Most of the transient use is happening in the marina and from the boat launch. Discussion
was held about having the Marina Committee draft a commercial use ordinance concerning
issues of power loading, non-motorized water craft, non-payment of lease agreement fees,
defining parking and no parking areas, the marina complex definition and marina conduct.
- Kaseno will work with the marina committee on this. The Parks and Lands committee
recommended limited issuing only three commercial use permits at any time, for
non-motorized watercrafts, with the limit of ten people per guided trip. The board can use
discretions on numbers when issuing permits. It was recommended to raise the fine on the
transient vender ordinance to not less than $500.00 and not more than $1000.00. It was
suggested to increase the permit fee from $125.00 to $200.00 or $250.00. J. Kaseno made a
motion to raise the fine on the transient vender ordinance to not less than $500.00 and not
more than $1000.00 and J. Eid 2nd the motion. Unanimous decision. Approved. J. Kaseno
made a motion to increase the permit fee from $125.00 to $200.00 and J. Eid 2nd the
motion. Vote: 4-0. A. Sauter Sargent abstained from voting. Motion passed.
New Business
- Radar control speed limit signs on Hwy 13 – discussion and decision
Discussion was held. J. Olson made a motion to approve moving forward with the purchase
of the radar signs, contingent on funding as it becomes available. The motion was 2nd by
- Kaseno. Unanimous decision. Motion approved.
- Marina lease rate increase – discussion and decision
- Kaseno made a motion to set bulk head rates to $39/ft, finger slips to $31/ft and shop rent
to $850/yr. A. Sauter Sargent 2nd the motion. Unanimous decision. Approved.
- Class A Permit for Bondioli – discussion and decision
The Planning Commission recommended approving the Class A permit. J. Olson made a
motion to approve the Bondioli Class A permit and J. Kaseno 2nd the motion. Unanimous
decision. Motion approved.
- Open bids for the dredging at the marina – decision
The following bids were received:
Part 1 – Dredging Only
Pearl Beach Construction – $93,900.00
Nelson Construction – $ 84,260.00
Part 2 – Loading and Hauling of spoils
Sipsas Excavating – $5.87 cu. yd.
Trusty Trucking – $4.77 cu. yd.
Ashland Construction – $3.35 cu. yd.
Bob Olson Construction – $6.40 cu. yd.
Minocqua Grading LLC – $ 3.50 cu. yd.
Nelson Construction – $6.25 cu. yd.
- Sauter Sargent made a motion to accept the Part 2 Ashland Construction for the loading
and hauling of spoils and J. Kaseno 2nd the motion. Unanimous decision. Approved.
- Eid made a motion to accept the Part 1 Nelson Construction bid for the dredging and J.
Kaseno 2nd the motion. Unanimous decision. Approved.
Committee Reports
Fire Department -The South Shore Ambulance had eight runs . The fire department had one
one ambulance assist.
Roads – They have been busy plowing roads. They are still waiting for the delivery of the new
truck.
Planning Commission – They are having survey meetings.
Marina – None
Parks and Lands/Green Shed – They have gone over list of projects for 2019.
Community Center – It has been very busy.
Notices/Library – No new notices. No library report.
Recycling – Things have slowed down.
Airport – None
Cornucopia Business Association – None
Scenic Byway – None
Bills were paid. At 8:40 p.m. J. Eid made a motion to adjourn the meeting and A. Sauter Sargent 2nd the motion. Approved.
